Dear Transport Department,
We are students from Hong Kong Baptist University (HKBU) taking the course GCAP3226: Empowering Citizens through Data: Participatory Policy Analysis for Hong Kong. As part of our coursework, we are requesting specific administrative data records under the Code on Access to Information:

1. Form TD22 Propulsion Data:
According to the official vehicle registration form (Form TD22, available at: https://www.td.gov.hk/filemanager/common...
- How many vehicles registered or processed through Form TD22 have indicated their propulsion type as electric (EV)?
- Can the Department provide a statistical breakdown of the propulsion types collected via this form?

2. Collected Data Fields:
What specific data fields and variables does the Department collect and store alongside propulsion type regarding private electric cars (e.g., registered address, district, make/model, battery capacity, rated power output in kW, and registration date)?

3. Database Management Systems:
What specific database systems, data management platforms, or software architectures are utilized to store and process the records collected via Form TD22 and vehicle registration databases?

4. District-Level Data and Availability:
- Does the Department maintain internal records or databases that aggregate registered EVs (by propulsion type) according to the 18 District Council districts or Tertiary Planning Units (TPUs)?
- If so, can anonymized or aggregated summaries of these regional EV counts be provided for our student project?

If any part of this application involves administrative processing fees, please inform us of the estimated cost beforehand. Thank you for your time and assistance.

Yours faithfully,

Dear Sir/Madam,

Subject: Access to Information request - Data Request: Form TD22 EV Statistics, Database Systems, and District Breakdown (Case Ref: 3-9790120804)

Regarding your above case, the substantive reply of the Transport Department is as follows –

"Dear Sir/Madam,

Regarding your application under the Code on Access to Information (“the Code”) (No. 408/26), requesting Transport Department (“TD”) to provide (1) a statistical breakdown of registered electric private cars, (2) data fields collected by TD related to electric private cars, (3) details of TD’s vehicle registration database management systems, and (4) district-level database aggregating electric private cars. Further to our interim reply earlier, our substantive reply is as follows:

For items (1), (2) and (4), the TD records details of a registered electric private car, including class, make, model, chassis no., rated power, colour, body type, type approval no., registration mark, year of manufacture, country/place of origin, seating capacity, date of first registration, first registration vehicle status, first registration taxable value, first registration tax paid, as well as particulars of its registered owner (identity number, name and address). However, TD does not maintain vehicle data with grouping by district of Hong Kong.

For statistics and information relating to particulars of first registered vehicles, please visit our website at:

https://www.td.gov.hk/en/public_services...

For item (3), TD utilises a dedicated licensing system, which is an internal computer-based information system specifically designed and built as the data management platform for the registration and licensing of vehicles and drivers. This dedicated system securely maintains the official databases of vehicle records and driving licence records. The development, application, and infrastructure design of our data management platforms strictly follow government guidelines, cloud architecture frameworks, and information security standards to ensure data integrity and safeguard personal data.

Regarding your specific request for details on the database systems, data management platforms, and software architectures used, please be advised that this information concerns the technical infrastructure of our internal system. Disclosing these specific technical arrangements and underlying architectures could compromise the preservation of public service infrastructure, and pose information security risks that would prejudice the efficient conduct of operation of TD. Consequently, we are unable to provide this information pursuant to paragraphs 2.6(f) and 2.9(c) of the Code with details as follows:

2.6(f) Information the disclosure of which would harm or prejudice the preservation of peace, public safety or order, or the preservation of property.

2.9(c) Information the disclosure of which would harm and prejudice the proper and efficient conduct of the operations of a department.

If you consider that this Department has not complied with the Code in processing your request, you may ask for a review of the situation by writing to the Access to Information Officer of this Department at 10/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon. Alternatively, you may raise the matter with The Ombudsman whose address is –
