1.      The electronic fishing licence was launched on 6 Aug 2025.

 

2.      The Government of the Hong Kong Special Administrative Region is
committed developing Hong Kong into a smart city to improve the quality of
living of Hong Kong people. In the 2022-23 Budget Speech, the Government
announced plans to review the status of government departments’ services
in using technologies and assist them in enhancing the efficiency of
public services through the adoption of Innovation and Technology
solutions that promote the further digitalisation of government
operations.  The development of a One-stop Portal for the digitalization
of Fishing Licence Applications is one of the initiatives under this
vision. This initiative seeks to streamline the entire application process
through four core components: e-Submission, e-Payment, e-Licence, and
e-Inspection.

Thank you for your reply, it provides a good overview on the adoption of this digitalisation initiative.

However, as previously stated, I am also looking for the internal document(s) containing the approval and/or instructions for the rolling out and operation of the new electronic fishing licence. Please provide this to me in accordance with the Code.
