Subject: Code on Access to Information Request - Statistics and Internal Reviews on Border Temperature Screening

Dear Access to Information Officer,
Under the Code on Access to Information, I would like to request the following recorded data and documents regarding the body temperature screening measures currently implemented by the Port Health Division at Hong Kong’s boundary control points:

Screening Yield Statistics: For the calendar years 2023, 2024, and 2025 (year-to-date), please provide:
a) The total number of inbound and outbound travellers who triggered an alert/were flagged by thermal scanners for having a fever at boundary control points.
b) The total number of travellers from subset (a) who were subsequently directed to a health post for a secondary health assessment.
c) The total number of travellers from subset (b) who were confirmed or strongly suspected to have a notifiable infectious disease (e.g., COVID-19, Influenza) as a direct result of the border screening, leading to hospital transfer or isolation.

Internal Reports: Please provide copies of any internal evaluations, reviews, or reports produced by the Department of Health between January 2023 and the present date that assess the epidemiological effectiveness, necessity, or positive yield of maintaining permanent temperature screening at boundary control points.

If full reports cannot be disclosed, please provide the executive summaries or the statistical annexes of these reports.
