Hong Kong Travel Characteristics Survey (TCS) 2022

I am writing to kindly request access to the dataset from the Hong Kong Travel Characteristics Survey (TCS) 2022 for game development purposes. I am a game developer for a subway building simulator, and such data would allow me to add Hong Kong to my game.
Since only the granular data of where people work would be needed, I hope you would grant this exception for non-academic purposes.

Regarding your above case, the substantive reply of the Transport Department is as follows –
"The TCS database are better suited for use in government projects and for academic purposes rather than for public consumption, as its technical information might be misinterpreted without the necessary expertise. Any information inferred from these documents shall neither be utilised for any other purposes nor quoted without prior consent from the Transport Department.
Final report of Travel Characteristics Survey 2022 (TCS 2022) has been released in Feb 2026 and uploaded to the Transport Department's webpage:

The Final Report of TCS 2022 should provide comprehensive information for your use, in particular its appendix (Table A.1 and A.2) for the broad daily person trips attraction and productions.
You may also refer to other public government data sources such as TPEDM of PlanD."
