Information regarding specific properties/lands on Barker Road
To whom it may concern
According to the Geoinfo Map service maintained by the Lands Dept., there is no land/lot allocation reference recorded for the properties located at 15 and 17 Barker Rd., as well as the carpark underneath and seemingly abandoned tennis court opposite on the road to the said properties. It is my understanding that these properties have historically comprised the site of the former Victoria Hospital.
Regarding these specific lands/properties, please make available to me the following as required by the Code on Access to information
1. What is the statutory lot number and the official legal classification assigned to the combined or individual lot allocation(s) (e.g. GLA/TLA) located at the said addresses;
2. Is the plot(s) divided into multiple lot allocations;
3. Why are the boundary or divisional lines not displayed as separate polygon outlines as plot boundaries on the public Geoinfo service;
4. Does the site extent explicitly include the land where the aforementioned concrete carpark and tennis court structures sit, and if not, how are these specific structures managed in terms of land allocation;
5. From an asset management standpoint, which governmental department or other entity holds responsibility for the operational custody, active management and maintenance responsibility for the shared driveway and the mentioned carpark and tennis court structures, and any other information your department may hold regarding such responsibilities, so that I may direct further questions regarding such responsibilities directly to them.
If at any point in the processing of this request it is determined that a charge is to be levied pursuant to the Code, please let me know so that I may decide how to proceed. I refer to your emails dated 17.7.2026 and 28.7.2026. Please find your
requested information below.
Victoria House at No. 15 Barker Road, the Tennis Court and Victoria Flats
at No. 17 Barker Road
2. The property at No. 15 Barker Road, known as Victoria House, is
currently the official residence of the Chief Secretary for Administration
under the management of the Chief Secretary for Administration’s Private
Office (“CSO”) and is a Grade 2 historic building. The concerned tennis
court at Barker Road (“the Tennis Court”) is also under the management of
CSO.
3. The property at No. 17 Barker Road, known as Victoria Flats, is under
the management of the Government Property Agency and is a Grade 3 historic
building.
4. According to our record, there is no government land allocation
number or private lot number allotted for Victoria House, the Tennis Court
and Victoria Flats. Notwithstanding the above, more details of them can
be found in the following websites of the Antiquities and Monuments Office

The Concerned “Carpark” at Barker Road
5. It is revealed that there are some vehicles parked on Barker Road
near the Tennis Court (i.e. the concerned “carpark” referred to in your
email). The concerned area forms part of Barker Road, which is a public
road managed by the Transport Department and maintained by the Highways
Department.
