Dear Hong Kong Police Force Administration Wing,

According to the Government’s reply to Legislative Council Questions (e.g., LCQ4, May 2025) and Finance Committee Examination of Estimates, the Force established recruitment targets for Probationary Inspectors (PI) and Recruit Police Constables (PC) while experiencing an overall strength shortfall. While aggregate annual application and appointment figures are routinely published, stage-by-stage progression metrics are necessary to understand recruitment efficiency across financial years.

Under the Code on Access to Information, I would like to request the following records for each of the past four financial years (2022–23, 2023–24, 2024–25, and 2025–26 to date):

1. Overall Recruitment (Applications vs. Recruits): The total number of applications received and the total number of recruits appointed, broken down separately for (a) Probationary Inspectors and (b) Recruit Police Constables. (Note: If figures for 2025–26 are partial, please provide data up to the latest available date).

2. Stage Progression Counts: The total number of applicants who sat for, and the number who passed, each major selection stage—specifically (a) Written Examination, (b) Extended Interview, (c) Final Interview Board, (d) Physical Fitness Test, and (e) Medical Assessment/Integrity Checks—broken down by financial year and grade (PI and PC).

3. Written Test Performance: The specific number of applicants who sat for and successfully passed the Written Test stage, broken down by financial year and grade (PI and PC).

If any of the requested records cannot be provided in full or in part, please state the specific provision or exemption under the Code on Access to Information relied upon.
