Recent news reports indicate that the administrative fees associated with mobile payment platforms are a significant barrier for Non-Governmental Organizations (NGOs) attempting to digitize their “Flag Day” fundraising.
Please provide:
1. Copies of any guidelines, circulars, or policy documents issued by the HKMA to SVF licensees encouraging or requiring them to waive or reduce transaction fees and setup costs for government-approved charitable fundraising activities (such as SWD-approved Flag Days).
2. Records of any formal meetings, working groups, or ongoing discussions held between the HKMA and major SVF operators in the past 3 years regarding the facilitation of low-cost or fee-free electronic payment infrastructure for the charitable sector.
If no such guidelines exist or no such formal discussions have taken place, please kindly state this fact. Thank you for your assistance.
