I refer to your email of 24 June 2026 requesting a copy of the Stores and
Procurement Regulations (SPRs) under the Code on Access to Information
(“the Code”).
An overview of the government procurement regime is set out on the website
of the Financial Services and the Treasury Bureau (link:

The full text of Chapters I, IA and III of the SPRs is also available on
the said website.
The remaining chapters of the SPRs contain internal procedures regarding
government procurement and stores management. Their disclosure may harm
or prejudice negotiations, commercial or contractual activities, as well
as the proper and efficient conduct of the operations of departments. We
therefore cannot accede to your request for accessing such information
pursuant to paragraphs 2.9(a) and 2.9(c) of the Code.
If you are dissatisfied with this decision, you may request an internal
review of the case, or lodge a complaint with The Ombudsman. For the
