Request for data concerning the ‘One-for-One’ Replacement Scheme
Dear Transport Department,
As a student conducting academic research on the popularisation of electric vehicles, I am sincerely requesting data for all vehicles registered under the ‘One-for-One’ Replacement Scheme between years 2018 and 2024 (if possible, also data for the first quarter of 2025).
I request the following information:
- Total number of registrations to the scheme per month
- Number of EV registrations that replaced petrol/diesel private cars
- Number of EV registrations that replaced old EV private cars
Preferred Format:
Excel file with monthly or quarterly figures.

I am writing to request an internal review of Transport Department's handling of my FOI request 'Request for data concerning the ‘One-for-One’ Replacement Scheme'.
I hope this message finds you well. I am writing to kindly follow up on my previous request, dated 21st July, regarding data for the "One-for-One" Replacement Scheme between 2018 and 2024 (and quarter 1 2025, if available). As it has been more than 20 days since my initial inquiry and I have yet to receive a response, I would be grateful for an update on the status of my request.
The requested information is critical to my academic research on electric vehicle adoption in Hong Kong. If possible, I would sincerely appreciate it if the data could be compiled and shared within the next five business days, ideally in an Excel format as previously mentioned.
Thank you for your time and attention to this matter. Please let me know if you require any further details to facilitate the process. I look forward to your prompt reply.
