Specifically, please provide information on the following three items:
1. ISD Involvement vs. External Outsourcing: Details on whether the original character design, visual assets, and physical puppets/mascot suits of "Little Grape" were produced in-house by the Information Services Department (ISD) or outsourced to external contractors (including total contract values if outsourced).
2. Procurement & Tender Specifications: Copies of official tender notices, tender invitation documents, or contract specification schedules issued by the Hong Kong Police Force (or agencies acting on its behalf) for the manufacturing and production of "Little Grape" physical merchandise, picture books, costumes, and promotional materials.
3. Cost & Expenditure Breakdown: Recorded annual breakdown of expenditure on (i) initial character design and visual asset creation, (ii) manufacturing and procurement costs for physical puppets, mascot suits, and printed souvenirs, and (iii) public media buying and social media promotions specifically featuring "Little Grape".
