Dear Access to Information Officer (Hong Kong Police Force),

Under the Code on Access to Information, I am writing to request statistical records held within the Police Force’s Traffic Accident Record System (TRACE) regarding the primary causes of traffic collisions in Hong Kong.

Our research project explores how different underlying factors—such as driver behavior, pedestrian actions, vehicle condition, and road environment—contribute to collisions across Hong Kong road junctions.

I would be grateful if you could provide the following statistical information:

1. Top Contributory Factors: A statistical breakdown of the top 10 primary contributory factors recorded for traffic collisions occurring at or near signalized junctions over the past three calendar years (2023–2025).

2. Disaggregation by Severity and User Group: Where available, please provide these statistics broken down by:
(a) Casualty Severity: Fatal, Serious Injury, and Slight Injury.
(b) Vehicle / Road User Categories: Private cars, commercial vehicles (e.g., franchised buses, heavy goods vehicles, light goods vehicles), motorcycles, and pedestrians.

3. Specific Factors: Aggregated collision counts where the primary recorded factor was:
(a) Pedestrian inattention or jaywalking.
(b) Driver sightline restriction or failure to yield at junctions.

Note on Privacy: This request is solely for aggregated statistical figures. No personal identifiers, HKID numbers, or individual vehicle registration marks are requested.

Please provide the requested figures in an open electronic format (such as CSV or Excel) by replying to this thread.

Thank you for your assistance.

Yours faithfully,
Lo Wing In
