Dear Civil Service Bureau,
Dear Access to Information Officer,
Further to my previous information request, I would like to request the following additional existing records concerning 2025 and 2026. For 2026, please provide records available up to the date of your reply. These items supplement my previous request; documents already supplied need not be provided again.
1. Information about the marking arrangements of the Joint Recruitment Examination (JRE) held in 2025 and 2026, including existing marking instructions, assessment criteria and moderation procedures.
2. Guides to Appointment of the Administrative Officer (AO) and Executive Officer (EO) Grades applicable in 2025 and 2026.
3. Samples or blank templates of interview assessment forms used for AO and Executive Officer II (EOII) recruitment exercises in 2025 and 2026.

6. Existing reply documents, statistical tables and attachments under Ref 14/2026: Statistics on the number of data access requests handled in 2025 related to JRE, if not already supplied under my previous request.
7. Annual numbers of requests and individual candidates seeking access to their own JRE numerical scores in 2025 and 2026, separately for the Chinese and English tasks where recorded.
8. Annual numbers of requests and individual candidates seeking review of JRE results in 2025 and 2026. Please distinguish administrative checking, re-marking and other review procedures where these categories exist, and provide existing records identifying the procedures actually available.
9. Annual numbers of requests and individual candidates seeking inspection or copies of their own JRE answer scripts in 2025 and 2026. Please distinguish inspection from the provision of copies and identify whether access includes marked scripts and examiner annotations.
10. Numbers of requests for JRE score access, result review, re-marking and answer-script access granted, partially granted, refused or withdrawn in 2025 and 2026, separately by request type where recorded.
11. Numbers of JRE result reviews or re-marking cases in 2025 and 2026 that resulted in changes to marks or eligibility for interview, separately for the Chinese and English tasks where recorded.
12. Existing procedures, eligibility requirements, application deadlines and fees applicable in 2025 and 2026 for obtaining JRE scores, requesting result review or re-marking, and inspecting or obtaining copies of answer scripts.
13. Existing policies or recorded reasons applicable in 2025 and 2026 for refusing access to JRE scores, answer scripts or examiner annotations, including any provisions relied upon and arrangements for partial or redacted disclosure. Please also provide the applicable retention and destruction policies for answer scripts and marking records.
14. Guidelines applicable in 2025 and 2026 concerning appeals against performance appraisals. Please also provide the relevant existing reply documents and attachments under Ref 21/2026: Information about performance appraisals.
15. Information about the postings or placement of AO interns in 2025 and 2026. Please also provide any relevant existing records under Ref 32/2026 concerning internship placement opportunities provided for post-secondary students.
16. Statistics on the number of university students invited to attend the Common Recruitment Examination (CRE) and Basic Law and National Security Law Test (BLNST) held in Hong Kong in 2025 and 2026. Please also provide the existing reply documents, statistical tables and attachments under Ref 81/2025: Statistics on the CRE and BLNST.
17. Information and statistics concerning applicants who are persons with disabilities in AO and EOII recruitment exercises conducted in 2025 and 2026.
The references above identify related previously released records. They are not intended to imply that those records necessarily contain every requested breakdown.
Please provide the relevant existing records, reply documents and attachments in electronic format, preferably PDF for documents and spreadsheets for statistical tables, by replying to [email address].
Where a document addresses more than one item, please supply it only once and identify the corresponding items. Please distinguish the number of requests from the number of individual candidates, and identify whether statistical periods refer to calendar years or examination/recruitment years.
If any requested record or statistical breakdown is not held, please specify the item and period concerned and provide the closest relevant existing record. I am requesting existing records and do not require the creation of new analyses.
If any information is withheld, please identify the relevant item and the reason for withholding it, and provide any remaining information that can be released separately.
If any charges are anticipated, please advise me of the amount before proceeding.
Yours faithfully,
Cao Yifan
