1. Contract specifications for Regional Collection Centres (RCCs), including number, floor area, district distribution, equipment, operating hours and storage capacity requirements
2. Accepted and excluded products at RCCs, including any usage restrictions (e.g. quantity limits per visit, appointment requirements, eligible users, proof of identity, cross-district restrictions)
3. EPD inspection records of RCCs (2017–present) and any non-compliance records
4. Contract remedies if any RCC fails to operate as required

This Department received your enquiry on 23 March 2026. You requested
access to the operation details of the Regional Collection Centres (RCCs)
under the WEEE·PARK contract (No. EP/SP/69/12), and the inspection and
non-compliance records to the RCCs from 2017 to present.
2. Currently, the WEEE·PARK operator is operating 5 RCCs in Hong Kong
to support the collection of waste regulated electrical equipment (waste
REE, including air-conditioner, washing machine, refrigerator, tumble
dryer, dehumidifier, television, computer, printer, scanner and monitor),
and the handling, sorting and consolidation of waste REE. The RCCs also
serve as reception points for waste REE delivered by the public. There
are no usage restrictions on the types of products that it stores,
quantity limits per visit, appointment requirements, eligible users, proof
of identity and cross-district restrictions for the RCCs. This Department
has been conducting regular monthly inspections to closely monitor the
operation of RCCs. No non-compliance in contract requirements on the
operation of RCCs have been found.
3. Regarding the documents you requested, after careful consideration,
we regret to inform you that this Department is unable to provide you the
requested information pursuant to Paragraph 2.9(a) and 2.9(c) of the Code
on Access to Information which is excerpted as follows for your reference:
“Paragraph 2.9 (a) Information the disclosure of which would harm or
prejudice negotiations, commercial or contractual activities, or the
awarding of discretionary grants and ex-gratia payments by a department.”,
and
“Paragraph 2.9 (c) Information the disclosure of which would harm or
prejudice the proper and efficient conduct of the operations of a
department.”
4. If you are not satisfied with the above decision, you may ask the
Department to review the decision by writing to Director of Environmental
Protection at 33/F, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong
Kong. Alternatively, you may complain to The Ombudsman, whose address is-
