WEEE·PARK source collection channels and service modes

Dear Environmental Protection Department,

Under the Code on Access to Information, I request
the following information relating to WEEE·PARK
(Waste Electrical and Electronic Equipment Treatment
and Recycling Facility, Contract EP/SP/69/12):

Background:

According to public descriptions by the Environmental
Protection Department and the contractor, WEEE·PARK
processes regulated WEEE received through the
following three publicly described channels:
(i) sellers' arranged free removal service;
(ii) public hotline collection service;
(iii) FEHD / HD bulky waste disposal channels.

Requested Information:

1. The complete list of collection channels through
which the contractor has collected regulated WEEE
for WEEE·PARK from October 2018 to the most
recent quarter — including the three publicly
described channels above, as well as any other
channels.

2. For each collection channel, please specify:

(a) The service delivery mode of the channel —
i.e. how does the contractor collect the WEEE?
(e.g. door-to-door pick-up / user self-delivery
to designated points / third-party transit /
cross-boundary inflows / direct contractor
pick-up from industry sources / other modes)?
And please indicate whether the service is
provided free of charge;

(b) Cumulative tonnages received via the channel
(since October 2018);

(c) The channel's service eligibility — open to:
(i) individual residents?
(ii) commercial enterprises (e.g. companies,
shops, hotels)?
(iii) institutional clients (e.g. schools,
hospitals, government agencies,
property management companies)?
(iv) specific industries (e.g. IT companies,
data centres, commercial building IT
equipment decommissioning)?

3. Per Audit Report No. 83 paragraph 3.21(a)(iv),
the contractor is required to provide free
collection service from "premises with or without
elevators". Please provide cumulative figures from
October 2018 to the most recent quarter, broken
down as follows:

(a) Cumulative requests and tonnages involving
premises WITHOUT elevators (e.g. walk-up
buildings, staircase carrying);

(b) Cumulative requests and tonnages involving
premises WITH elevators.

If any information involves personal privacy, partial
redaction is acceptable. The remaining content falls
within the scope of government contract transparency
and is not commercially sensitive.

Dear Billy Ng,

 

This Department received your enquiry on 14 May 2026.  You requested
information of the collection of regulated Waste Electrical and Electronic
Equipment (WEEE) under the WEEE·PARK contract (No. EP/SP/69/12).

 

2.    Under the WEEE·PARK contract the WEEE·PARK operator is required to
provide collection service of regulated WEEE (including refrigerator,
washing machine, television, air-conditioner, dehumidifier, tumble dryer,
computer, monitor, scanner and printer) for the following:

(i)    statutory removal service upon request of a Seller to provide
door-to-door collection service when a member of public purchases
regulated electrical equipment (REE);

(ii)   door-to-door collection service outside the statutory removal
service (i.e. no new REE is purchased) upon receipt of the request via the
recycling hotline, WhatsApp or online booking;

(iii) community recycling network of EPD (i.e. Green@Community);

(iv) other Government departments (such as Food and Environmental Hygiene
Department).

 

3.    The collection services provided by the WEEE·PARK operator mentioned
in para. 2 is free of charge to the public and the Government departments
making the requests.  As long as the items requested to be collected fall
under the definition of regulated WEEE, any parties including individuals
and organisations (such as commercial enterprises, institutional clients,
other industries, etc.) can make collection requests to the WEEE·PARK
operator.  The service consists of door-to-door collection, self-delivery
to designated points or direct pick-up from the sources, subject to the
agreement between the WEEE·PARK operator and the individuals/organisations
who make the request.  The EPD does not maintain a breakdown of the
cumulative tonnage of regulated WEEE by sources. 

 

4.    Regarding your question on the cumulative requests and tonnages
involving premises with or without elevators, please note that the EPD
does not maintain a breakdown for such information.

 

5.    If you consider that the department has failed to comply with any
provision of the Code, you may ask the department to review the situation
by writing to Director of Environmental Protection at 12/F, North Tower,
Tseung Kwan O Government Offices, 30 Tong Yin Street, Tseung Kwan O, Sai
Kung, New Territories.  Alternatively, you may complain to The Ombudsman,
