Dear Sir/Madam, 
 
I refer to your three emails dated 29 January 2024 requesting information relating to three
innovative projects supported by the Social Innovation and Entrepreneurship Development Fund
(SIE Fund), namely “Co-cooking HK”, “Youth.ONE” and “Youth.ROC”. 
 
2.             I regret to inform you that other than the key information on those projects that can be found
in our SIE Fund website, we are unable to provide you with the documents, namely Schedule 2 and
Schedule 3 of the grant agreement, and the Final Operational Report and Final Financial Report, as
requested because the documents contain financial information, development plans, innovative design
and business connections, etc. of those organisations / persons, which are sensitive commercial
information.  Disclosure of such information could lead to improper gain or advantage by third persons.  
 
3.             The SIE Fund accepts funding applications from individuals, non-governmental or business
organisations that propose innovative ideas to address poverty issues in Hong Kong.  The sensitive 
commercial information contained in the documents could lead to improper gain or advantage for
competitors or other third parties if were made available publicly.  Therefore, in accordance with
paragraph 2.12 of the Code on Access to Information, we are unable to accede to your request for
information.   
 
4.             Please be advised that the key information on the projects supported by the SIE Fund can be
found from our website.  In particular, information for the three projects are available as detailed below:
 
(a)     “Co-cooking HK” [Funding period: 3 years; from 1 July 2018 to 30 June 2021]
