the appointment or non-appointment of specific individuals as District
Council Members.  Pursuant to paragraph 2.11 of Part 2 (Information which

requested information as disclosure of such would harm or prejudice the
management of public services.

I would like to retrieve the related document on the reasons why the
following person has been appointed as DC member.

In the reply, please provide specific reason rather than the general
reason that  "high calibre who love our country and Hong Kong to serve as
appointed members of the seventh-term DCs having regard to the situations
and development needs of individual districts and factors such as
community representativeness and ties with local communities", as many
people also match those criteria.

picture or criteria how the government appoint a DC member.  Public may
opined that someone who are more suitable for being appointed were not
appointed. So it is reasonable to

this case. HAD should provide more details for public interest rather the
