Code on Access to Information

Application No. 6/2023

 

I refer to your application under the Code on Access to Information (the
Code) received by the Education Bureau (EDB) on 14 January 2023 and
provide the available information as follows.

 

      The total number of applications received for the past five cohorts
(i.e. the 2018/19 to 2022/23 cohorts) of the Hong Kong Scholarship for
Excellence Scheme (HKSES), along with the percentage of applicants
shortlisted for interviews and the percentage of applicants awarded with
the scholarship, is provided at Annex.

Among the total number of 488 awardees of the past five cohorts of HKSES,
118 submitted along with their applications for undergraduate studies
their examination results of the Scholastic Assessment Test (SAT) /
American College Testing (ACT) / Advanced Placement (AP).  As applicants
applying for postgraduate programmes under HKSES are not mandated to
provide their public examination results, we do not maintain the record in
this regard.

 

We are unable to accede to your request in providing the full list of
scores attained by the concerned HKSES awardees in accordance with section
2.9 (c) of the Code, as the disclosure of such information would harm or
prejudice the proper and efficient management of the HKSES by the EDB.

 

You may request a review of our decision if considered necessary.  You may
also seek assistance from The Ombudsman; contact information is provided
