Dear Food and Environmental Hygiene Department,

As per my several hundred complaints of systemic illegal garbage dumping in locations around Hong Kong, including Caine Road, Peel Street, Robinson Road, Mosque Street and MacDonnell Road in particular, FEHD has responded that it will take action by issuing Fixed Penalty Notices to offenders. This has been a standard response for some years, and I am curious how rigorous FEHDs enforcement is, given the illegal garbage problem remains unsolved.

I would like a summary of how many of those FPNs have been issued in each Hong Kong district (by District Council breakdown eg Central & Western, Eastern etc etc) for every month from January 2016 to October 2020, by location and whether the FPN was against a business/residence or individual.

I would also like to see data on how many FPNs the FEHD camera surveillance systems have been directly responsible; and other sources of FPN (eg FEHD staff operation, police or other operation).

17 November 2020, and our acknowledgement of 26 November 2020.

        All Fixed Penalty Notices (FPNs) are issued to individuals and no
evidence was directly from the Internet Protocol cameras.  The Department
does not have separate breakdown figures for routine operation or
inter-departmental operations.  

        A summary of FPNs issued between January 2016 and October 2020
against littering offences in each District is provided in Annex.
