抵港人士的檢疫問題

你好，我在衞生署提供的抵港人士的檢疫須知看到【於有關期間曾逗留任何中國以外地區的人士，如符合以下情況，亦可獲准登機來港：(i)因健康原因而不適合接種、並持有相關醫生證明書的相關人士】
我想問我有一個親人在外國接近三年，如果他持有外國醫生提供的因健康原因而不適合接種的證明書，他是否可以可獲准登機回港？

根據現行檢疫政策，於有關期間曾逗留於海外地區的抵港人士，一般須已完成疫苗接
種方可登機來港；以下類別人士則可被視為符合相關要求，亦可獲准登機來港：
i. 因健康原因而不適合接種、並持有相關醫生證明書的人士；或
ii. 已接種一劑[1]認可新冠疫苗，在接種該劑疫苗後獲發醫生證明書，證明
其因健康原因未能接種第二劑新冠疫苗的人士，並在接種該第一劑疫苗後的第14天或
之後登上指明飛機；或
iii. 尚未[2]完成疫苗接種的11歲或以下小童，由符合登機到港條件的相關
人士陪同登機來港並一同進行強制檢疫。
所有抵港人士必須遵守有關登機、檢疫及檢測安排。詳情請瀏覽政府專題網站

謝謝你們8月25號的回覆。
但是我的重點問題是如果我的海外親人有當地醫生(例如 新西蘭 或 泰國)提供的因健康原因而不適合接種新冠疫苗的相關醫生證明書，是否都可以登機回港？

請問海外注冊醫生給出的因健康原因而不適合接種新冠疫苗的醫生證明書也會接受？
另外如果是可以接受海外注冊醫生的醫生證明書，請是否也可以有90天新冠疫苗接種醫學豁免？
