Dear Mr Leonard,

Further to my email of 14 June 2017, I write to advise that your request
for information has been considered by the  International Law Division of
the Department of Justice.  As you may appreciate, extradition involves
requests by one government to another government for assistance in the
apprehension of fugitives with a view to surrendering them for prosecution
or imposition or enforcement of sentence.  The work involves
inter-governmental communications of a confidential nature for the
successful location and arrest of such persons and for the processing of
such requests.   Having considered your request in this context, it is not
appropriate to provide the information sought for the following reasons
stipulated in Part 2 of the Code on Access to Information:

1) Paragraph 2.4 - the information sought comes within the category of
External Affairs because it relates to information received in confidence
from another government.  The confidence must be respected for the
maintenance of good working relations.    
2) Paragraph 2.6 - the information sought comes within the category of Law
Enforcement.  Disclosure of the information could harm or prejudice the
apprehension or prosecution of offenders.

If you are not satisfied with this decision, you may write to us to seek a
review by senior management of this Department.  You may also make a
complaint to the Ombudsman with the following contact details if you
consider that this Department has failed to comply with the Code on Access
to Information.
