Dear Immigration Department,

I am writing to make an information access request regarding guidelines on private clothing received by immigration detainees at Castle Peak Bay Immigration Centre (CIC).

According to the Operation Manual of CIC: “A detainee must be permitted to receive from outside any items of clothing that may be necessary, subject to their inspection by an officer.”

As such, may I know:
1) Are there guidelines on clothing brought from outside (ex. By family or friend visitors) that can or cannot be received?
2) If so, may I receive a copy of such guidelines for reference?

Dear H.Y. Fung,

I refer to your request for access to information on 24 October 2022 and
our interim reply to you on 2 November 2022.  I hereby provide you with
the following information.

All arrangements for detainees at the Castle Peak Bay Immigration Centre
("CIC") are made in accordance with the Immigration (Treatment of
Detainees) Order, Cap. 115E of the laws of Hong Kong. A detainee at the
CIC is entitled to receive from outside any items of clothing that may be
necessary, subject to their inspection by the officer and the
Superintendent's prior permission. Detainees are permitted to wear private
clothes during detention and for the purpose of personal hygiene and
keeping warm, they will upon their request(s) be issued with clothing
items.
