I refer to your application under the Code on Access to Information
received on 3 November 2020.

In general, non-refoulement claimants holding Recognizance Forms are
treated as non-local students for the purpose of admission to
post-secondary programmes.  Under the principles of academic freedom and
institutional autonomy, post-secondary institutions in Hong Kong can
decide on their own arrangements for admission.

The Education Bureau does not have information on the number of
non-refoulement claimants attending post-secondary programmes in Hong
Kong.
