Dear Hong Kong Police Force Crime Wing,
We request the following statistical information by year from January 2010 through December 2021:
1) The number of newly reported child sexual abuse (“CSA”) cases
2) The sex and age of the victim
3) The sex and age of the perpetrator
4) The relationship between the victim and the perpetrator
5) The number of arrests made by the Hong Kong Police Force arising out of the newly reported CSA cases including the relevant Ordinance and section under which the arrest was made including but not limited to the following:
a) Crimes Ordinance (Cap 200)
i) Section 47 incest by men
ii) Section 48 Incest by women of or over 16
iii) Section 118 Rape
iv) Section 118A Non-consensual buggery
v) Section 118B Assault with intent to commit buggery
vi) Section 118G Procuring others to commit homosexual buggery
vii) Section 118H Gross indecency with or by man under 21
viii) Section 118I Gross indecency by man with male mentally incapacitated person
ix) Section 118J Gross indecency by man with man otherwise than in private
x) Section 118K Procuring gross indecency by man with man
xi) Section 119 Procurement by threats
xii) Section 120 Procurement by false pretences
xiii) Section 121 Administering drugs to obtain or facilitate unlawful sexual act
xiv) Section 122 Indecent assault
xv) Section 123 Intercourse with girl under 13
xvi) Section 124 Intercourse with girl under 16
xvii) Section 125 Intercourse with mentally incapacitated person
xviii) Section 126 Abduction of unmarried girl under 16
xix) Section 127 Abduction of unmarried girl under 18 for sexual intercourse
xx) Section 128 Abduction of mentally incapacitated person from parent or guardian for sexual act
xxi) Section 129 Trafficking in persons to or from Hong Kong
xxii) Section 130 Control over persons for purpose of unlawful sexual intercourse or prostitution
xxiii) Section 131 Causing prostitution
xxiv) Section 132 Procurement of girl under 21
xxv) Section 133 Procurement of mentally incapacitated person
xxvi) Section 134 Detention for intercourse or in vice establishment
xxvii) Section 135 Causing or encouraging prostitution of, intercourse with, or indecent assault on, girl or boy under 16
xxviii) Section 136 Causing or encouraging prostitution of mentally incapacitated person
xxix) Section 137 Living on earnings of prostitution of others
xxx) Section 138A Use, procurement or offer of persons under 18 for making pornography or for live pornographic performances
xxxi) Section 140 Permitting girl or boy under 13 to resort to or be on premises or vessel for intercourse
xxxii) Section 141 Permitting young person to resort to or be on premises or vessel for intercourse, prostitution, buggery or homosexual act
xxxiii) Section 142 Permitting mentally incapacitated person to resort to or be on premises or vessel for intercourse, prostitution or homosexual act
xxxiv) Section 146 Indecent conduct towards child under 16
xxxv) Section 147 Soliciting for an immoral purpose
xxxvi) Section 148 Indecency in public
xxxvii) Prevention of Child Pornography Ordinance (Cap 579)

Many thanks for your reply on this important topic, I really appreciate the effort! I have some followup questions since not all of the information was provided.
1. Please clarify exactly what you mean by "case" in this context (e.g. includes calls to polices stations, files opened, arrests made?)
2. Data from 2010-2015 - Portions of this data are readily available online (e.g.https://www.police.gov.hk/ppp_en/09_stat...). LegCo questions such as "LCQ15: Prevention of child abuse" demonstrate and indeed celebrate that the data is tracked and can be provided. Please provide it or explain in detail why it cannot be provided.
3. One of our goals is to understand the effects of these crimes of male vs female children. Since you say you do not track the gender of the victim, please provide the data per the Crimes Ordinance (Cap 200) which provides some indication (e.g. Section 124 Intercourse with girl under 16). Please advise which crimes relate to boys (e.g. Section 118A Non-consensual buggery)
4. Relationship - Please define what "lover" means since we are talking about children. Please provide "Family member / relative" broken down into "Parent / other relative.
5. Reporting sources of NRC - Perhaps I wasn't clear that I was also asking what the source of the reports are - SWD, public etc. The Child Protection Policy Unit (CPPU) and Family Conflict and Sexual Violence Policy Unit (FCSV) monitor and advise policy around these topics and are under the Police. If you will not provide the data, please provide a detailed explanation for the reason.

Please find the further requested information below for your
perusal.
Q1: The figures in terms of 'cases' that we released to you were those
reports made by the public, no matter via email, 999 call or in person to
police station, in which crime elements were revealed after our initial
enquiries.
Q2: The police does not keep any breakdown of child abuse figures before
2016.
Q3: Please look into the contents of each offence in the Crime Ordinance
to conduct your research. Link of the website is attached for your easy
reference.

Q4: There is no statutory definition for 'lover' and we use common sense
to dictate the word. Regarding sexual abuse cases, children victims are
those who are under the age of 17. The police only keeps the relationship
category as “Family member / relative” but without further breakdown.
