Dear Education Bureau,

Concerning about the health problems of people in Hong Kong caused by high intake of salt, my classmate and I are doing a research based on the government programme “‘Salt/Sugar’ Label Scheme for Prepackaged Food Products” (mainly focus on salt) (relevant information that we have already found is from the website https://www.cfs.gov.hk/sc_chi/multimedia...), trying to evaluate the current condition of this programme and help promote it. Therefore, we are writing this letter to request for relevant data and information to further continue our research and give suggestions to help try to solve the problem.

Q1:Have your department taken some measures relevant to the “‘Salt/Sugar’ Label Scheme for Prepackaged Food Products” scheme in school to reduce the intake of salt among students? If yes, please provide the information.

Q2:Does the bureau issue guidelines on procurement for government funded or subsidized schools? In what ways, if any, does the Bureau encourage schools to buy healthy food products?

Q3:Specifically, does the bureau have any guidelines (including those related to procurement) to promote the “‘Salt/Sugar’ Label Scheme for Prepackaged Food Products” scheme (relevant information on the website: https://www.cfs.gov.hk/sc_chi/multimedia...

Yours faithfully,

ZHANG Luting

Dear Luting,

Code on Access to Information

Application No. 57/2021

I refer to your application under the Code on Access to Information
received by the Education Bureau (EDB) on 30 September 2021.  Our reply is
set out as follows.

EDB has issued guidelines via circulars and School Administration
Guide to advise schools to formulate a policy on healthy eating and on the
necessary steps to ensure supply of healthy and green meals at school with
a view to promoting a healthy and environmentally friendly lifestyle among
students.  Among which, schools are required to take out “Strongly
Discouraged Food Items” from all menu choices and stop the supply of
snacks and drinks categorised as “Snacks to Choose Less” to reduce intake
of fat, salt (sodium) and sugar by students and hence prevent the
development of obesity or related health problems.  As a large number of
students would have to take their lunch at school every day, schools are
also reminded to establish appropriate procedures to select the lunch
supplier who is most capable of providing healthy and nutritious school
lunch and snacks.  For details, please refer to the Chapter 3.5.5 of the
School Administration Guide
([1]https://www.edb.gov.hk/attachment/en/sch...)
and the webpage of “Meals Arrangement in Schools”
([2]https://www.edb.gov.hk/en/sch-admin/admi...)
at the EDB website.

EDB Circular No. 4/2013 – Procurement Procedures in Aided Schools
provides the guidelines to aided schools on procurement procedures.  The
relevant document is appended below for your information
([3]https://www.edb.gov.hk/attachment/en/sch...).
