Dear Dr WANG,

Thank you for your email dated 28.2.2022 to this Bureau.

The Outstanding Youth Commendation Scheme aims to encourage young people
to set targets for their personal development and actively take part in
community building and social services to set an example for other young
people.  There are two categories, namely the Secondary School Category
and the Open Category, for youths aged 15 and or above studying in
Secondary School and youths aged 35 and or below respectively. Nominations
are made by the 18 District Offices of the Home Affairs Department. The
nominees should have outstanding achievement in academics, arts and/or
sports, outstanding leadership accomplishment and contribution to the
community development, in particular to the promotion of youth
development. The nominees should also live in, study at, work in or
actively participated in the activities held by the nominating districts.
The candidates will be assessed, by assessment panels comprising
stakeholders of youth development work from different backgrounds, on
their personal accomplishment, ability as a leader, care for society and
their overall performance.

The Outstanding Youth Activity Commendation Scheme aims at giving
recognition to innovative, purposeful and popular district youth
programmes.  It aims to encourage the organisation of more quality and
effective activities to promote youth development in the districts.  The
scheme also serves as a platform in which districts can learn from one
another and further enhance their creativity in organising different kinds
of activities benefiting young people.

For more information about the 2018-19 round of awardees as listed in the
quoted hyperlink, you may refer to the attachment below:

The results of the latest round were announced on 28 June 2021.  We are
currently considering the next steps of the two commendation schemes
amidst the pandemic and details will be announced in due course.

Yours sincerely,

Simon HUI
for Secretary for Home Affairs
