Dear Food and Health Bureau,

We are students from Hong Kong Baptist University, and we are writing to ask for information about the e-Health Record Sharing System (hereinafter referred to as eHealth).
However, learning that there are relatively few doctors using eHealth at present, we find some deficiencies existing in the exchanged record. As a platform for sharing medical records, we hope it can be more perfect, so as to be convenient for both doctors and patients at the same time.
And I have the following questions for the Food and Health Bureau to answer under the Code on Access to Information.

1). As we have shown in the first attached photo, Dr. Cindy mentioned that the medical records are not open to all hospitals.

A. Referring to Cindy’s views, to what extent could private doctors access patients’ records in the public hospital? Please provide a list of records that are accessible through eHealth, the records that are accessible through paper-based applications and the records that are not accessible.
B. And what records do those hospitals in eHealth share? (for example, doctor's diagnosis records, patient's operation reports, drug records, etc.)
C. Do the hospitals have more available records now, and what is the latest progress?

2). Referring to Dr Wong’s comments, how long does it usually take for the medical records of public hospitals to be uploaded to eHealth?

3) To what extent does the delay mentioned in Q2 may affect the HCP from the private sectors using eHealth?

Thank you for your email dated 3 October 2021 enquiring about the
Electronic Health Record Sharing System (eHealth).
eHealth provides a secure electronic information sharing platform that
allows authorised healthcare providers (HCPs) in the public (such as the
Hospital Authority (HA) and the Department of Health) and the private
sectors, with patients' consent, to view and upload their electronic
health record (eHR) under the sharable scope for healthcare purposes.
 Currently, the sharable scope includes (1) personal identification and
demographic data; (2) allergies and adverse drug reactions; (3) diagnosis,
procedures and medication; (4) encounters/appointments; (5) clinical
note/summary; (6) birth and immunisation records; (7) laboratory and
radiology reports; (8) other investigation reports; and (9) healthcare
referrals.  The scope of eHR sharable data will be continuously reviewed
and enhanced.  You may find more details on sharable records the eHealth

For sharing of medical records, HCPs are encouraged to upload to eHealth
as soon as practicable after each episode of care.  Yet, the data to be
uploaded and the time required for uploading vary across different HCPs,
depending on relevant HCP’s specific circumstances and clinical
operations, such as the time required to process the data, quality check
etc. before sharing to eHealth.  The sharable data provided by respective
HCP are listed on the eHealth website

As advised by HA, the sharable clinical data for inpatients of public
hospitals are uploaded to eHealth together with other relevant information
upon their discharge for the sake of data completeness and accuracy.  This
arrangement is in line with the intention to enhance continuity of care
and quality of healthcare services for patients, discharged from HA
hospitals, should they wish to seek care in the private sector.  On the
other hand, during the hospitalisation, relatives of HA patients or
concerned healthcare providers may contact the HA clinician-in-charge for
enquiries about their latest condition and clinical care, when required.
 Clinical care records could also be obtained through the established data
access request mechanism via the Medical Records Offices of HA hospitals.
With patient’s sharing consent, participating HCPs can share their medical
records which are within the sharable scope, readily available and
conforming to the standard requirements to eHealth for the healthcare
purpose.  Except for radiology images which can only be viewed in eHealth
for 3 years from the examination date in order to balance the practical
use and storage of image data, there is no time limit for retention of
other shared eHealth records.  Yet, due to technical constraints and
readiness of electronic records, individual HCP may only be able to share
some but not all data within the sharable scope.
The general public could provide their feedback on eHealth and its 醫健
通eHealth App (App) to the Electronic Health Record Registration Office by
telephone, email, fax, post (details are available at
