Dear Mr Lau,
I refer to your email of 26 January to the Chief Executive’s
Office requesting for an electronic copy of the Chief Executive’s letter
to the State council requesting “necessary assistance” over the supply of
masks in Hong Kong.
It is not the usual practice for the HKSAR Government to make
public the information on our communication with the Central Government.
In line with that principle and by virtue of paragraph 2.4 of the Code on
Access to Information, we regret to inform you that we are unable to
accede to your request for access.
Paragraph 2.4 of the Code reads –
Information which may be refused
* Information the disclosure of which would harm or prejudice the
conduct of external affairs, or relations with other governments or
with international organisations.
* Information received in confidence from and conveyed in confidence to
other governments, courts in other jurisdictions, and international
organisations.
If you consider that the said decision is inappropriate, you may
request this Office to review the decision or you may seek assistance from
