Meal arrangements in regards to religions of immigration detainees at CIC and MTKDC
Dear Immigration Department,
I am writing to make an information request regarding meal arrangements for religious immigration detainees held at Castle Peak Bay Immigration Centre (CIC) and Ma Tau Kok Detention Centre (MTKDC). May I know,
A) Whether there are special meal arrangements in consideration of religions of immigration detainees? If so, please specify the types of meal arrangements that are in place.
For example:
i) Is there provision of certified Halal food?
ii) Are there special meal arrangements for immigration detainees undergoing fasting for religious purposes?
B) If yes, how can detainees who would like to avail of these arrangements apply to do so?
C) If a copy of the relevant policies / guidelines could be provided, it would be greatly appreciated.

Dear Gigi LO,
I hereby provide you with the following information.
In accordance with the Immigration (Treatment of Detainees) Order, Cap.
115E Laws of Hong Kong and the Immigration Service (Treatment of Detained
Persons) Order, Cap. 331C Laws of Hong Kong, the Castle Peak Bay
Immigration Centre ("CIC") and Ma Tau Kok Detention Centre (“MTKDC”)
should provide adequate food to detainees at the CIC and the MTKDC free of
charge. Meals are issued to every detainee at the CIC four times a day,
including Morning meal, Mid-day meal, Evening meal and Night snacks.
While meals are issued to every detainee at the MTKDC three times a day,
including morning meal, mid-day meal and evening meal, snacks will be
provided upon request. CIC and MTKDC currently offer four different
scales of meals to detainees (i.e. Chinese, Western, Vegetarian and Halal)
and due consideration will be given to individual's feeding habit of
his/her ethnic group in the assignment of meal. For those who have
special medical needs / physical conditions, medical advice will be sought
accordingly. Special arrangements will also be made to deliver the meals
to detainees for religious purposes, for example, Muslim detainees
observing Ramadan.
