Dear Patrick,
Since the crux of your questions is about medical services of Community
Isolation Facilities where the Security Bureau is not the data owner, we
have therefore discussed the issue with the Food and Health Bureau and
they shall provide you a reply in due course.

Dear Sir,
The Food and Health Bureau transferred your Application for Access to
Information to the Hospital Authority (HA) on 28 April 2022 for handling.
Please find below the HA Head Office’s response to questions 2 to 4 in
your request:
Question 2
The overall management and operation of the community isolation facilities
is coordinated by the Security Bureau (SB)/Social Welfare Department
(SWD). After patients are arranged and admitted into the facilities by
the SB/SWD staff, healthcare teams arranged by the HA, including medical
support from the private sector via contract engagement, will provide
appropriate healthcare related support and assistance, for example,
dissemination of relevant COVID-19 related health information and
provision of medical assistance (including prescription of drugs) by
healthcare professionals as and when required. As the overall staffing
arrangement in community isolation facilities depends on the nature and
occupancy of the facilities as well as different modes of engagement of
medical support, and is in dynamic response to the prevailing epidemic
situation and manpower supply, the ratio of healthcare professionals to
patients varies. The HA will continue to keep in close view the latest
epidemic situation and strengthen relevant support in coordination with
relevant parties where necessary.
Questions 3 and 4
The HA does not maintain information on the items you requested. Hence,
the requested information is not available. According to paragraph 1.14 of
the Code on Access to Information, the Code does not oblige departments to
create a record which does not exist.
If you have any questions about this reply, please do not hesitate to
contact me.
Yours faithfully,
