Dear Education Bureau,

Following up on my request to find out the number of non-refoulement claimants attending school in Hong Kong, the immigration department states:

"children whose stay in Hong Kong is illegal but are granted recognizance as an alternative to detention must apply to the Education Bureau (EDB) if they wish to attend school in Hong Kong."

If these families are applying to you, and you are the department making decision on the application, then this is the data I am asking for. If you do not have the total number currently under education then statistics on the number of applications made, passed and failed per year for the last few years you have this data would suffice.

This refers to your email dated 21 October 2018 regarding the application
under the Code on Access to Information (the Code).  

Children who have no legal right to remain in Hong Kong will not be
allowed to attend schools in Hong Kong and will be repatriated.  For those
who claim to have the right to remain in Hong Kong or refugees, and
non-refoulement claimants liable to removal and have entered into
recognizance in the prescribed form by the Director of Immigration,
consideration may be given on a case by case basis to allow them to
receive education temporarily.  When approached by parents of these
children, the Education Bureau (EDB) will seek comments of Immigration
Department (ImmD).  Upon confirmation from ImmD that there are no comments
on allowing these children to attend schools in Hong Kong, EDB will
provide placement assistance as appropriate having regard to their
district of residence and learning level.

As there are always movement of children of refugees and non-refoulement
claimants, such as departure from Hong Kong, EDB does not have information
on the number of these children enrolled in Hong Kong education system.
Nevertheless, we can provide the information on the number of cases
requiring placement assistance from EDB for children of refugees and
non-refoulement claimants from 2015 to 2017 as follows -
