Dear Mr Freeman,

I refer to your email of 19 August 2021 and our interim replies of 27
August and 8 September 2021 concerning your request for access to
information about the number of people who have been granted exemption
from compulsory quarantine when coming to Hong Kong.

Currently, in accordance with the established mechanism under the
Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation
(Cap. 599C) and the Compulsory Quarantine of Persons Arriving at Hong Kong
from Foreign Places Regulation (Cap. 599E), bureaux/departments may,
having regard to the criteria listed in section 4(1) under Cap. 599C and
Cap. 599E and after considering the public health risk assessment from the
Food and Health Bureau, submit applications for exemption for
consideration by the Chief Secretary for Administration.  Examples of
these criteria include: the person’s or persons’ entry into Hong Kong is
necessary for governmental operation, or for the protection of Hong Kong
or the handling of the public health emergency within the meaning of
section 8(5) of the Prevention and Control of Disease Ordinance (Cap. 599)
concerning the specified disease, or because of the exceptional
circumstances of the case, otherwise serves the public interest of Hong
Kong, or the person’s or persons’ travelling is for purposes relating to
manufacturing operations, business activities or provision of professional
services in the interest of Hong Kong’s economic development.  Exempted
persons must comply with exemption conditions drawn up in consultation
with the health authorities.  Such conditions may include requirements on
vaccination, regular testing, self-isolation and restricted movement.

Up to 31 August 2021, among the approved cases put up by Commerce,
Industry and Tourism Branch of the Commerce and Economic Development
Bureau, there were 10 persons entering from overseas countries in 2020;
and 49 and 3 persons entering from overseas countries and the Mainland
respectively in 2021.
