Dear Mr Moore,

Code on Access to Information

Application No. 49/2021

I refer to your application under the Code on Access to Information
received by EDB on 30 August 2021.

Schools are places where students study and engage in activities.
Activities on campus are frequent.  We have to ensure a healthy and safe
school environment for students to study with a peace of mind in the new
school year.  In this connection, the Education Bureau (EDB), after taking
into consideration the latest development of the pandemic and the
preparedness of schools, has decided that starting from 1 September 2021,
all teachers, school staff and related persons who provide on-campus
services, and persons who frequently visit school campuses must have
received at least one dose of COVID-19 vaccine or undergo regular COVID-19
tests and receive negative results.  With the advice of health experts,
the specimens must be obtained from combined nasal and throat swabs, and
not collected through self-testing kits. Results from deep throat saliva
tests or rapid antigen tests are not accepted.  For details, please refer
to the link at
[1]https://edb.gov.hk/attachment/en/sch-adm...

Vaccination is a vital step in the fight against the epidemic. We strongly
appeal to teachers and school staff, students and parents to get
vaccinated as early as possible to protect themselves, their families, and
the Hong Kong community as a whole.  The EDB has put in place a number of
facilitative measures to encourage teachers and school staff to get
vaccinated, including the provision of vaccination leave arrangements.

The EDB will continue to monitor the development of the epidemic, take
into account health experts’ advice, and maintain liaison with the school
sector to timely review the precautionary measures.  Thank you for the
concern on education matters.

Yours sincerely,

(Miss Katie CHENG)

Subject:        Freedom of Information request - Why testing now?

--------------------------------------------------------------------------

Dear Department of Health,

As a teacher being forced to either take either  an experimental
vaccination or regular pcr test I would like to know the reason why this
is starting  September 1st? There was no testing done in  the last two
weeks of May, and the entirety of June, July and August and there was no
concerns. Why has the government deemed it so important that the tests
must start again and why are the spit tests not being used as these were
perfectly accurate for millions of citizens just a few month ago.

Yours faithfully,

David Moore
