Referring to the call for the government to offer Covid-19 shots to non-HK residents currently living in HK (https://www.scmp.com/comment/letters/art... and https://www.scmp.com/comment/letters/art...) here are the questions for the Bureau to answer under the Code on Access to Information:
1) How many cases of Covid-19 infection (excluding imported cases) are non HK residents?

2) How many close contacts of the infection cases are non HK residents?

3) How many non-HK residents have been excluded from the current vaccination scheme, the no of people who would be eligible if they were HK residents?

4) Does the government plan to offer shots to non-residents for free or for a fee?

5) What are the reasons for excluding non-residents from the vaccination drive?

I’d also take the opportunity to urge the government to consider offering shots to non-residents and respond to the letters publicly in SCMP. This matter may be brought to the Ombudsman and the Legislative Council Panel on health for follow up.

Health has recorded a total of 106 non-imported cases of COVID-19 without
Hong Kong identity card number upon reporting.

2) How many close contacts of the infection cases are non HK residents?

We do not have such information.

Dear Dr WANG,

                Vaccination is the current focus of the global
anti-epidemic work. The Government has implemented the Vaccination
Programme in a phased manner in accordance with the priority for
vaccination since February 26. As at May 13, over 1.85 million doses of
COVID-19 vaccines had been administered to members of the public, with
over 1.12 million people having received the first dose of vaccine
(accounting for about 17.1% of the population aged 16 or above). The
Government's goal is to provide vaccines for the majority of Hong Kong
residents within 2021 through the Government-led Vaccination Programme.
Members of the public can receive the vaccines on a voluntary basis free
of charge. The Vaccination Programme has now been expanded to cover all
Hong Kong residents aged 16 or above (the minimum age for receiving the
BioNTech vaccine is 16 while that for receiving the Sinovac vaccine is
18).
      
2.                Since the launch of the Vaccination Programme, we have
received some enquiries on and requests for vaccination of non-Hong Kong
residents. We are looking into the case and arrangement for providing
vaccination to non-Hong Kong residents who have stayed in Hong Kong for a
period of time, and would make and announce the decision at an appropriate
time.
