Dear Census and Statistics Department,

I'm doing research about racism in HK and it would be very helpful if you can provide the following data.
1. What's the population of non-chinese immigrants, expats and domestic helpers in HK in 2018, 2019, 2020, and 2021? Also breakdown by race or country of origin if possible.
2. How many lawsuits have been filed against racial discrimination each year since Race Discrimination Ordinance came into effect in 2009?

Dear Jiaxing,

        I refer to your application made under the Code on Access to
Information sent to us on 14.4.2021 and provide the answers for your
reference.

Question 1. What's the population of non-chinese immigrants, expats and
domestic helpers in HK in 2018, 2019, 2020, and 2021? Also breakdown by
race or country of origin if possible.

2.        The latest statistics relevant to ethnicity could be compiled
from the results of the 2016 Population By-census (16BC), which is the
latest population census/ by-census in Hong Kong.  The following
statistical table is attached for your reference, which is generated from
the Interactive Data Dissemination Service (IDDS) on the 16BC Website
(Link : https://www.bycensus2016.gov.hk/en/bc‐ow...).

3.        The ethnicity of a person is determined by self-identification.
 The classification of ethnicity is determined with reference to a
combination of concepts such as cultural origins, nationality, colour and
language.  This practice is in line with the recommendations promulgated
by the United Nations in 2008, and has taken into account the practices of
other countries as well as local circumstances.  In Hong Kong, a
significant proportion of the population is Chinese, and among the
non-Chinese, Asians account for the majority.  Therefore, there are more
Asian related ethnic groups in the classification.

4.        IDDS is a service which enables the public to build and
customise their own statistical tables online with data of population
census/by-census.  With only a web browser, you may build your own
statistical tables or various types of charts easily with statistics and
classifications you desire.  You are recommended to try IDDS to compile
various statistics of the Hong Kong population and you may find
demonstration videos on how to use IDDS in the following link

5.        If the required statistics could be compiled but are not
available in IDDS and other parts of the 16BC website, you are welcome to
write to us and specify your data requirements so that we could compile
the statistics for you (subject to a charge) based on the population
census / by-census results accordingly.  For example, you are welcome
specify the coverage of “expatriates” that you desire (e.g. working
population excluding foreign domestic helpers, persons born in Hong Kong
and persons of Chinese nationality with place of domicile in Hong Kong).

6.        However, please be informed that statistical information
specifically related to immigrants and foreign domestic helpers is not
available from this department.  Also, information about country of origin
has not been available since the 1986 Population By-census.

7.        It is an established practice since 1961 for Hong Kong to
conduct a population census once every 10 years, and a by-census in the
middle of the intercensal period.  The latest round is the 16BC.
 Therefore, no separate statistical information can be provided for those
years without conducting a population census / by-census.

8.        Should you have any questions about population census /
