Project completion reports on HKU grants 706410, 776512M, and 777611M
Dear University Grants Committee Secretariat,
Can you please provide the project completion reports on HKU grants 706410, 776512M, and 777611M? I particularly want to see if there is any discussion on plans and practices for the data management of these projects, and if where the resulting data is stored is listed in the "other outputs" or any other parts of these reports.
If you can forward me to any materials on data management policies and guidelines for researchers spending UGC funds that would be very helpful as well.
Yours faithfully,
Scott Edmunds

University Grants Committee Secretariat
Dear Scott,
Thank you for your email.
The Research Grants Council (RGC) recognizes the need to encourage local
academics to share research data. There are provisions under the existing
RGC funding schemes for the Principal Investigators of the approved
projects to seek extra funding for archiving and opening the access of
their data sets which are of retention values.
However, under the existing RGC policy, the RGC does not require the
Principal Investigators to open the access of the data generated from the
projects to the public or to provide data management plan and storage plan
of the resulting data in the completion reports.
To address the issues on transparency and accountability, Principal
Investigators are requested to release the following contents of the
completion reports on the RGC website:
(a) abstract in non-technical terms, i.e. layman summary;
(b) the objectives of the project;
(c) research output including the list of conference papers /
publications / journals and the research findings; and
(d) contact information of Principal Investigators.
If members of the public have keen interests in the project details
including the data generated, they can approach the Principal
Investigators direct. The open access policy is kept under constant
review to get in line with the development of academic research.
The relevant parts of the completion reports of Projects 706410 and
777611M are attached. Since Project 776512M has not yet been completed,
there is no completion report available for this project.
