Dear staff of Hong Kong Police Force Wan Chai District,
I refer to the SCMP letter to the editor dated 10 July 2021 Hong Kong police need to make bar district feel truly safe https://www.scmp.com/comment/letters/art... Here are the questions for the police force to answer under the Code on Access to Information

1. How many cases of “Devil’s Breath” scams have been reported to the police in recent months?
2. What actions has the police taken to solve these cases and to protect the residents against such scams?
3. Please respond to the questions/ comments in the letter
I would like to understand what the police are doing to combat crime in this district and in particular why they allow this “gang” to continue to loiter every night, when clearly they are an intimidating presence to most unassuming residents. I can only assume there is some triad involvement and thus it is perhaps more complicated. However, surely it is not that difficult to round up all those individuals concerned and get answers as to who they are ultimately working for?

4. As the scams involved HSBC, has the police worked with HSBC to collect more information about the cases? What advice does the police have for HSBC to protect the residents?

There have been reports in which victims report their belongings,
including credit cards, being stolen and subsequently misused.  Police has
endeavoured substantial efforts in prevention of crimes of this sort, and
has been proactively mounting operations in identified hotspots.  Police
also has an established protocol with the banking systems to curb
deception crimes.
