Dear Food and Health Bureau staff,

Given the fact that quarantine requirements have been imposed to visitors coming to / HK residents returning to HK from many countries, I am concerned that some people cannot afford the time for quarantine on humanitarian grounds. For example, a person may visit HK or come back to HK to see his/her close relatives on their deathbeds or to attend a funeral or to take care of family members in an accident. Here are my questions for the bureau to answer under the Code on Access to Information

1. Under what circumstances, if any, will HK residents or visitors subject to quarantine requirements be exempted from such requirements on humanitarian or compassionate grounds?

2. Did the bureau receive any applications for such exemptions mentioned in Q.1?

3. How would the bureau consider and process such cases should they arise?
