Dear Immigration Department,

I am writing to make a data request regarding detainees at Castle Peak Bay Immigration Centre ("CIC"), May I know,

A)1) Are detainees required to be quarantined due to the Covid-19 pandemic upon their arrival at CIC?
2) Which month of each of the years of 2020-2021 and 2022 (so far) are detainees required to be quarantined due to the Covid-19 pandemic?
3) If so, how long is the quarantine period?

B)1) Are there guidelines on the quarantine period upon their arrival at CIC?
2) Are there guidelines on whether detainees can make phone calls, receive, or send letters, and have visitors during the quarantine period?
3) If so, when did the quarantine policy start implementing?
4) May I receive a copy of such guidelines for reference?

Dear Sophie Cheng,

I refer to your request for access to information on 3 November 2022 and
our interim reply to you on 11 November 2022.  I hereby provide you with
the following information.

In response to the COVID-19 pandemic, the Immigration Department (“ImmD”)
has enhanced the infection prevention and control measures in the Castle
Peak Bay Immigration Centre (“CIC”) since 2020.  All detainees on
admission to CIC are required to undergo a medical examination conducted
by a duty medical officer to ensure that their health condition is normal
and to prevent the transmission of infectious diseases to other detainees.
 At present, on the advice of the Centre for Health Protection, all newly
admitted detainees to CIC are subject to a 7-day quarantine and medical
surveillance at a designated area of CIC, during which they are required
to undergo COVID-19 tests.  CIC will review and update from time to time
the preventive measures in place to prevent the spread of infectious
diseases and to provide a safe environment for the detainees as well as
staff and visitors of CIC.

Regarding telephone arrangement in CIC, a detainee may be allowed to make
local telephone calls free of charge for five minutes once a week when
timely communication is imperative.  Detainees may make international
phone calls with pre-paid telephone card on his/ her own charge.  

Regarding written communications in CIC, subject to the approval of, and
to such conditions as may be imposed by, the Superintendent in his
discretion, a detainee may send and receive letters at all reasonable
times.  Every detainee is allowed to write and send one letter per day not
exceeding 4 pages of A-4 paper in length at public expense.  They are also
allowed to receive any number of letters from their relatives and friends.
 The above arrangements apply to detainees under quarantine.  Special
visit arrangement may be made to them subject to the advice of the duty
medical officer in CIC.
