Questions on costs/logistics of COVID-19 dashboard

I have been passed on from the Department of Health as I've been asking a question about the experience of launching the COVID-19 dashboard. Specifically the question I was asking about is:
Can I ask how much the development of the CHP Hong Kong Coronavirus dashboard cost to build/roll out?
It looks an impressive platform, so was this developed internally (e.g. by OGCIO or the Lands Dept), or was Johns Hopkins University, Esri, ArcGIS or another provider contracted to develop this? Or some combination of both.
Any information on the technical background would be very useful as there doesn't seem to be any "about" page on the website.
