Refugee crime statistics for Kwun Tong District

Dear Hong Kong Police Kwun Tong District,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like the most complete yearly statistics of refugees arrests from your district for every full year you have data going back to 2005, plus total arrest statistics from the same time period to put it into context.

If you have a breakdown of prosecution and conviction rates that would be useful too.

On top of total numbers, if you have the nationalities of the refugees arrested please provide that information. I’m happy to take digital files if that’s easier, but please attach PDFs as I can't view information in tabular form in the email .

The United Nations Refugee Convention has never been applied to Hong Kong;
non-refoulement claimants in Hong Kong are not to be treated as
"refugees".

In relation to the statistics of persons on recognisance (mostly
non-refoulement claimants) arrested for crime cases, we have the data
since 2016 for Kwun Tong District as attached :

We do not maintain figures relating to prosecution and conviction for Kwun
Tong District.

Dear Ms Chow/Hong Kong Police Kwun Tong District,

Many thanks for getting back to me so quickly. Just a question, but how do you define "on recognisance", and if they are not non-refoulement claimants, what other types of people are followed in this category?

The 2016 data is useful, but do you have "on recognisance" data going back further than this? If not to 2005, then at least 2014 and 2015 data? Can I also get the statistics on the total number of arrests from Kwun Tong District over the same time period to put this into context? Also for the "on recognisance" arrests, do you have any detail on what the arrests were for? At least for any subsection of immigration offences, employment offences, or violent crimes?

"On recognisance" is an immigration status for allowing certain
individuals to stay in Hong Kong, which is a discretionary power exercised
by the Director of Immigration in accordance with the Immigration
Ordinance (Cap.115).

The the total number of arrests and types of crimes for which the persons
on recognisance were arrested in Kwun Tong District in 2016 is attached:
