Request for data on Electric Vehicle registration and distribution of car parking spaces
Dear Transport Department,
I am a PhD student from the Hong Kong University of Science and Technology. Our research team (lead by Prof. Pengyu ZHU) is currently working on a project about optimizating EV charging infrastructure in Hong Kong, the project is supported by the CLP Research Fellowship Programme 2022.
For the purpose of this research project, I would like to request for the following data:
1. Historical data on Electric Vehicle (EV) registration by TPUSB from 2006 to 2022:
- Annual number of EV registrations by Tertiary Planning Units (TPUs) and Street Blocks (SBs) or Village Clusters (VCs). TPUSB is the geographical division adopted in the Population Census / Population By-census (see, https://www.pland.gov.hk/pland_en/info_s...) (for TPU and SB/VC boundaries, see https://data.gov.hk/en-data/dataset/hk-p...).
2. Data on the spatial distributions of the following types of car parking spaces
- Number of on-street parking spaces (including non-metered and metered parking spaces), and their locations
- Number of parking spaces in government public car parks (including multi-storey and open-air car parks) managed by the Transportation Department; and the location of each government public car park
- Number of parking spaces (covers and open, full time and part time) at the public housing estates, Home Ownership Scheme (HOS) courts, shopping centres and flatted factories of the Hong Kong Housing Authority (HA); and the location of each HA carpark managed by HA
- Number of parking spaces for public use (e.g., hourly parking) in commercial, residential and industrial premises; and the location of corresponding car park
- Number of parking spaces for private use (e.g., reserved for property owners or rentals) in commercial, residential and industrial premises; and the location of corresponding car park

The number of on-street metered and on-street non-metered parking spaces
in Hong Kong as at December 2022 are 19 022 and 17 116 respectively. The
locations of these on-street parking spaces can be referred to the
attached excel files.

The number of parking spaces and locations of car parks managed by TD can
be obtained via the following website:

Please approach the Housing Authority for the details of parking data in
public housing estates, HOS courts, shopping centres and flatted factories
under their management.
The number of public and ancillary parking spaces at the Government and
privately-operated car parks as at February 2023 are summarised as
follows. As a large amount of data is involved, we are unable to enlist
the location of each car park in detail.

Regarding the data on EV registrations and licenses, could you further generate the data of private EV car registration numbers for all Tertiary Planning Units (TPUs), or Districts from the database?
As I know, registrators have to provide their living distric and address when they registor their car. Therefore, I am wondering that TD should have the EV numbers of each TPU or District in Hong Kong.

Our reply is as follows:
According to the current practice, applicant is required to provide
address information to the Transport Department (“TD”) when submitting a
licensing application. Data collected is for the purpose of facilitating
communication between TD and the applicant on licensing matters. TD does
not maintain the address data with grouping under Tertiary Planning Unit
("TPU") or District in Hong Kong in our system. Therefore, we are unable
to provide the number of registered electric vehicles by TPU or District
as requested.

Could you provide more specific data on the number of parking spaces across Tertiary Planning Units (TPUs)? The geographic boundaries of Tertiary Planning Units demarcated by the Planning Department can be found here: https://data.gov.hk/en-data/dataset/hk-p....
It would be great if you could classify the number of public and ancillary parking spaces at the Government and privately-operated car parks, the same data layout as the previous data reply. If not, the total number of all parking spaces in each TPU would be useful enough for me.
