Dear Labour Department,

Thank you for your recent response regarding our information request about the Workplace Orientation and Placement Scheme (WOPS). Please could you supply us with some further information?

If the information is available, we would like to know:

- Annual statistics for the total number of disabled people (of working age) living in Hong Kong

- Annual statistics for the total number of disabled people in employment in Hong Kong

- Annual statistics for the total number of disabled people in employment, being subsidised/supported by WOPS
(i.e. Not the number of new placements each year, but the total number of WOPS candidates in employment including those already employed from previous years)

- The average length of a contract for a placement under WOPS (or any related information)

Thank you for your assistance,
Tom Nickson (on behalf of City University MAPPM Capstone Group A4)

勞工及福利局

Dear Mr Nickson,
Thank you for your email dated 8 March 2019 making request for further
information relating to the Work Orientation and Placement Scheme (WOPS).
Below are the replies to your questions 3 and 4.
2.        On your request for the annual number of persons with
disabilities in employment under WOPS, we have not captured such
information.
3.        On your request for the average length of a contract for a
placement under WOPS, I presume that you are asking for the average
duration of employment of placements under WOPS.  As we do not collect
information on the employment situation of persons with disabilities
placed under WOPS after 12 months of employment, figures on the average
employment period are not available. The numbers of WOPS placements in
2016 and 2017 broken down by employment period are tabulated below for
reference.

No. of placements
Employment period 2016 2017
(% of total) (% of total)
Over 3 months 517 506
(63%) (63%)
Over 6 months 360 368
(44%) (46%)
Over 8 months 308 307
(38%) (38%)
Over 10 months 251 263
(31%) (33%)
Over 12 months 230 240
(28%) (30%)

Note: Employment contracts were terminated mostly owing to the resignation
of employees with disabilities. Dismissal by employers only accounted for
a minority of the termination cases. The main reasons for disabled
employees to resign were their inability to adapt to the new job, their
wish to change to a new working environment and their finding a better
job. On the other hand, employers dismissed employees with disabilities
mainly because of the latter’s performance issues.
As some of the employees with disabilities placed in 2018 has not yet
reached 12 month of employment, the relevant information for 2018 is not
yet available.

Yours sincerely,
(Chris LEUNG)
