Dear Financial Services and the Treasury Bureau Treasury Branch,

Concerning about the health problems of people in Hong Kong caused by high intake of salt, my classmate and I are doing a research based on the government programme “‘Salt/Sugar’ Label Scheme for Prepackaged Food Products” (mainly focus on salt) (relevant information that we have already found is from the website https://www.cfs.gov.hk/sc_chi/multimedia...), trying to evaluate the current condition of this programme and help promote it. Referring to the web page (https://www.fstb.gov.hk/tb/en/business/g...) , your department takes responsibility for government procurement in support of the government's programmes and activities. Therefore, we are writing this letter to request for relevant data and information to further continue our research and give suggestions to help try to solve the problem.

Q1:Have you issued any guidelines or policies of procurement that favour the manufacturers who provide products under “‘Salt/Sugar’ Label Scheme for Prepackaged Food Products” Scheme (Relevant information on the website: https://www.cfs.gov.hk/sc_chi/multimedia...) If yes, what is your procurement principle and standard on food and please provide some specific cases. If not, do you have relevant measures or consider this measure?

Thank you for your emails of 30 September and 4 October 2021.

The government procurement policy is to obtain goods and services at the
best value for money in support of the Government's programmes and
activities.  Procuring bureaux/departments are responsible for their own
procurements, and would draw up procurement requirements and assessment
criteria for meeting their specific policy objectives/operational needs.
 In the process, they should observe the procurement principles including
open and fair competition and transparency.

Your enquiry concerns the promotion of the “Salt/Sugar” Label Scheme for
Prepackaged Food Products and healthy diet, which are outside the policy
purview of the Financial Services and the Treasury Bureau.  We do not have
the required information and shall, upon your agreement, refer your
enquiry to the Food and Health Bureau for follow-up.
