Same names for different bus stops

Dear Transport Department,
As a concerned citizen of Hong Kong, I am investigating the issue of same names for different bus stops. Here are the questions for the department to answer under the Code on Access to Information:

1. What is the process of naming a bus stop? Who are usually involved and who make the decisions?

2. How many bus stops are there in the city? Please provide a list in Excel if available. Such data should be shared via data.gov.hk

3. I found that quite a number of bus stops for KMB 272A share the same names because they are on the two sides of a street. Please provide a list of such cases in Hong Kong- the names shared by two bus stops, relevant bus routes and the locations of these bus stops in an excel file.

4. Who decided to use the same names for different bus stops? Who approved these deicsions? These people must be held accountable for their poor judgement.

5. To what extent is it feasible to change the names of the bus stops so each bus stop has a distinct name? What are the procedures for a bus stop to be renamed?

For Q1, 4 and 5
The naming of a bus stop is determined by the relevant franchised bus
company taking into account factors such as its geographical environment,
nearby landmarks and usual naming by passengers.  If the name of a bus
stop causes confusion to passengers, we will request the relevant
franchised bus company to review the name of the bus stop.

For Q2 and 3
The data required has been uploaded to DATA.GOV.HK.  Please refer to the

I refer to your email dated 2.8.2021.  Our reply is as follows.

For Q3
We do not have a separate inventory for bus stops sharing the same names
due to locating on the two sides of a street.

For Q5
When considering whether to rename a bus stop, we are more concerned on
the need of renaming, as opposed to its feasibility.  If we receive
suggestions that the name of a bus stop causes confusion to passengers, we
will request the relevant franchised bus company to review the name of the
bus stop.  The naming of a bus stop is determined by the relevant
franchised bus company taking into account factors such as its
geographical location, nearby landmarks and usual local reference by
passengers.  If needed, we would provide comments as appropriate.
