Please could you provide a breakdown of the budget and staffing allocated to the divisions handling Trafficking-in-Persons assessments ("TIP assessment") for 2019 and 2020 respectively?

Please could you also provide the number of occassions where the Police cooperated jointly with the Customs & Excise Department, Labour Department, or Immigration Department to conduct an Interdepartamental Joint TIP assessment in 2019 and 2020 as well as a description of the processes involved in any such cooperation?

Dear Charlie,

I refer to your application for Access to Information dated 2020-12-23 and
our interim reply dated 2020-12-31. Our reply is appended below for your
perusal -

For Question 1, the ‘Victim Identification Scheme’ has been implemented in
all 24 police districts since 1st July 2018. Besides, one designated
Trafficking in Persons Investigation Team (TIPIT) was set up in each region
for the purpose of handling all Trafficking in Persons (TIP) and
Exploitation of Foreign Domestic Helper (FDH) cases occurred in the
respective region since 1st October 2019, whilst the Organized Crime and
Triad Bureau (OCTB) would continue to handle the more complex cases at the
Headquarters level.

For Question 2, whenever a potential TIP and/or Exploitation of FDH case
with Police’s interest is identified by other government departments, the
case will be referred to the Police for follow-up actions. Likewise, if
offence(s) under the purview of other government departments be disclosed
during police’s investigation, the case would be referred to relevant
government department(s). Joint investigation would be initiated when
necessary.
