Dear Customs and Excise Department,

As requested, I am resubmitting my previous information request made on 23 December 2020.

Please could you provide a breakdown of the budget and staffing allocated to the divisions handling Trafficking-in-Persons assessments ("TIP assessment") for 2019 and 2020 respectively?

Please could you also provide the number of occassions where the Customs & Excise Department cooperated jointly with the Police, Labour Department, or Immigration Department to conduct an Interdepartamental Joint TIP assessment in 2019 and 2020 as well as a description of the processes involved in any such cooperation?

Yours faithfully,

Charlie

Dear Charlie,

We refer to your application for access to information dated 14 January
2021 relating to the information of assessment of Trafficking in persons
(TIP assessment) handled by the Customs and Excise Department (C&ED).

Please note that the front-line officers of all operational units in this
department have been tasked with performing TIP assessments since 1 July
2018.  Besides, for the implementation of the initiatives set out in the
Government's "Action Plan to Tackle Trafficking in Persons and to Enhance
Protection of Foreign Domestic Helpers (FDH) in Hong Kong", a designated
unit with 4 permanent posts has been created in September 2019 involved
HKD 2.5 million recurrent provision.

The C&ED has performed 279 and 204 initial screening in 2019 and 2020
respectively with no TIP victim identified.  Joint assessment on TIP with
other departments would be initiated when necessary.  We do not maintain
statistics in relation to the interdepartmental joint TIP assessment.

Regards,
John CHAN
