Vaccine Pass Implementation - Civil Servants
Hello,
Under Code on Access to Information, I now write to request for the below information from the Civil Service Bureau (CSB) -
(i) The full name and rank of the officer(s)-in-charge for the Vaccine Pass arrangement (or Vaccine Bubble arrangement), implemented since mid-February 2022;
(ii) Under which Hong Kong legislation/common law legal authority does the CSB implement the Vaccine Bubble/Pass arrangement;
(iii) Whether the government has any plan/has any internal discussion on the possibility to introduce a second booster/bivalent booster requirement for the Vaccine Pass arrangement.

Dear Sir/ Madam,
Thank you for your email dated 18 November 2022. After consulting the
relevant subject division, please find our reply as follows:
To further strengthen the immune barrier of government employees and the
community, the “vaccine pass” (formerly “vaccine bubble”) arrangement for
government employees has been implemented as an administrative measure
since mid-February 2022.
All government employees, save for those who are unfit for vaccination due
to medical conditions supported by a valid COVID-19 Vaccination Medical
Exemption Certificate and those who are recovered patients of COVID-19,
are required to comply with the prescribed vaccination requirements prior
to their entry into government premises which are their place of work, or
for work-related purposes. In light of the latest vaccine pass
arrangements announced by the Health Bureau, starting from 30 November
2022, government employees are required to receive at least three doses of
COVID-19 vaccination. For the administrative arrangements for vaccine
pass for government employees, you may contact Miss Joanne Chui (Rank:
Administrative Officer) or Ms Angela Ho (Rank: Senior Executive Officer)
in the Civil Service Bureau.
For territory-wide “vaccine pass” arrangements, please contact the Health
Bureau for the requested information.
