Dear Mr LEUNG,

Thank you for your email dated 25.12.2019 requesting access to
information.

For the voter turnout by age group and sex of each ordinary polling
station in the 2019 District Council Ordinary Election, the Electoral
Affairs Commission (EAC) is reviewing the relevant statistics and will
submit a report on the election to the Chief Executive in three months
according to the Law.   We consider that it is not appropriate to release
the statistics to the public before the EAC submits the election report to
the Chief Executive.  Therefore, in accordance with the following
provision of the Code on Access to Information, we could not provide the
requested information at this moment.

Clause 2.13(a) of the Code on Access to Information:
Information relating to incomplete analysis, research or statistics, where
disclosure could be misleading or deprive the department or any other
person of priority of publication or commercial value.

We will provide you with the requested statistics by email when the report
is uploaded to the EAC website for public inspection.  If you are not
satisfied with the above decision, you may request a review of the
decision by writing to the Chief Electoral Officer at 10/F, Harbour
Centre, 25 Harbour Road, Wan Chai, Hong Kong.  Alternatively, you may
complain to the Office of The Ombudsman.  The Ombudsman’s address is -

30/F, China Merchants Tower
