What powers does the HA have as a law enforcement agency under Chapter 589
(INTERCEPTION OF COMMUNICATIONS AND SURVEILLANCE ORDINANCE)?

Do these powers include electronic and other forms of harassment of HA
tenants?

If not, is the HA aware of such behaviour?

If the HA is aware that this is happening on some estates, what steps, if
any, is the HA taking to rein it in?
