Thank you for your application under the Code on Access to Information
(the Code) dated 28 January 2022 seeking various information on local
Mobile Networks Operators (MNOs)’ radio interference reports.
In general, when subscribers of public mobile service encounter reception
problem, they should first report the cases to their subscribed MNOs for
assistance. After the concerned MNO has conducted investigation into a
case, if it was suspected to be caused by external radio interference, the
MNO would report it to the Office of the Communications Authority (OFCA)
for handling of a suspected radio interference problem. In accordance
with this general procedure, OFCA would not handle radio interference
reports related to public mobile services lodged directly by individual
users as the cases should be passed to MNOs for investigations in the
first instance.
As regards the radio interference reports lodged by the MNOs, please note
that your requested information is the third party information provided by
MNOs to OFCA for the purpose of resolving radio interference problems they
encounter in providing their licensed telecommunications services.
According to paragraph 2.14 of the Code (Third Party Information) and our
consultation with the MNOs concerned who all declined the release of such
information, we are unable to accede to your request for disclosure of the
concerned information.
In addition, the requested information is commercially sensitive as any
malicious disclosure of it might harm the goodwill of the individual MNOs
in the telecommunications industry. Hence, we are also unable to accede
to your request according to paragraph 2.16 of the Code (Business
Affairs).

provisions of the Code (please refer to Paragraph 1.25 and 1.26 of the

Thank you for your email dated 25 February 2022 making a revised request
under the Code on Access to Information (the Code) in relation to cases of
radio signal interference received by OFCA in relation to mobile services.
Having reviewed your latest request in accordance with the provisions
under the Code, we enclose the requested information for 2021 as per the
file attached.
Regarding the above radio interference cases received by OFCA, we would
like to point out that radio interference signals in general have random
or intermittent occurrence affecting a certain frequency band and area
only. Since the local mobile network operators are using radio spectrum
in multiple frequency bands to provide services and each of them is
operating a network of numerous radio base stations with overlapping
service coverage, the presence of any radio interference signal in a
certain frequency band and area does not necessarily imply any adverse
impact on the mobile services concerned.

Due to the epidemic of COVID-19 and special work arrangement of the

Given that there is only one entry in the file attached in Mar 31 email, we would like to clarify does that mean 1) only one request was received during Jan & Feb 2022? 2) more than one requests were received during Jan & Feb 2022, but only one request was handled as of this writing?
In the case of scenario 2), we would like to request data in the same format covering all cases, i.e. <date>, <location>, <resolution>, with <resolution> column being marked as "WIP" if the request was received but yet to be handled. Understand the impact of 5th wave COVID situation in Hong Kong and the WIP cases may take longer time for OFCA to investigate. It is still of public interest to understand if number of RFI reports were changing by time and by location.

We wish to clarify that we handled one case concerning radio interference
to mobile services in January and February 2022 for the reason explained
in our email of 31 March 2022.
We note that you have now changed your request for information under the
Code of Access to Information ("Code") to seek for information on
interference cases received by OFCA with (a) date, (b) location, and (c)
resolution including "Work In Progress (WIP)". In this regard, you are
actually seeking for information of all radio interference reports lodged
by mobile network operators (MNOs), rather than only those cases
investigated by OFCA. As already explained in our email dated 17
February 2022, all MNOs concerned had declined the release of such
information which is commercially sensitive. We would therefore reiterate
that, according to paragraph [1]2.14 (Third Party Information) and
